Query: I would like to know the story behind Devi Kali wearing mortal heads and Lord Shiva lying down under her feet. I was reading your Glossary for Hinduism and found very meaningful.

Whenever one comes across any devi with any of the God's lying at her feet, it is indicative of - God, the Omnipotent Creator is at the mercy of Mother Earth or any other life supporting planet. The reason for this is that any atman the soul within on its Cosmic journey can not purify itself on its own and seeks a life supporting planet where it can manifest a body.

As every atman soul is a minuscule portion of God itself ... it is this saakaar form of atman the soul within which you see lying at the feet of Mother Earth.

Imagine a lump of Iron ore weighing hundred kilograms. Imagine it to consist of one kg of pure Iron. This one kg of pure Iron is atman the soul within mired in 99 kg of impurities. This one kg of pure Iron needs to purify itself but can it separate itself out of the 99 kg of impurities. No, it cannot It needs the help of proper mining machinery through which it has to pass to complete the cleansing process.

This mining machinery is the body of a human being which Atman within has to manifest to complete its Cosmic journey. The whole mining station is Mother Earth comprising of different features and machines.

Devi Kali wearing mortal heads implies that the Life and Death of a being is in the hands of Mother Earth. None can escape it. Alternatively, it means every atman soul has to take a body on Mother Earth itself. It has no other place to go. This is proved from the example of various other planets rotating around sun and which have no sign of any life including the moon.

Shiva who is considered to be the maintainer of the Cosmic balance cannot snatch away the life of one without the permission of Mother Earth as every life has its own cycle of Karmas which is governed by Mother Earth. It is only when the Karmas dictate the death of a being that Shiva takes over and the life is snatched away by Yama.
